I've been trying to download Pack-c3s , but I keep getting your slow down message. I downloaded 1 pack this morning and waited 8 hours and still can NOT download the other.

The download system you have in place is a real hunk of crap. What the deal?
Notice the time between these two post. That is the time I waited to retry the file DL.
