As a general rule, PSD's are released with the Theme ONLY if you have purchased the rights or have purchased the theme with the understanding that this theme cannot be released to anyone else from that point on. When themes are released with the PSD's, it is released because the author was being generous, the theme did not do well or received little attention, author or site is no longer in business/active, theme is quite old, or the theme did SO well that EVERY body and their mother has a copy.
This is the only way to keep the them from becoming over-used and to keep the themes originality. Anyone who posesses the theme and core elements of the design can, and quite often do, alter the design, tweak it here or there, and try to release it as their own ORIGINAL design.
It is a good idea NOT to release the original PSD's for just this reason. Besides.
How would you like it if every third website you went to looked just like yours.....Same Font, layout, color.........If I ran into a site that was running the same theme as mine, I would change it PRONTO!!
The only reason for having the PSD's is for changin the header to include your logo or title of your site. In which case, if you look in your themes/(your theme name)/images/ directory, you will find TWO different header images with the same name (usually). One is a .GIF format and the other a .JPG format. The .JPG is the header block with no name on it. All you need to do is edit it in Photoshop, add a layer on top of the header and input whatever you want. Do not know what font they were using? Who cares....The only place the font is used is in the header Logo and the link buttons. The link buttons are generally type set so small, they all look like system fonts or arial fonts anyway, so just pick a font that suits you the best......
Hope this clarifies a little bit more in depth as to the "whys" and "why not's". Is that OK with you, Duke? Just putting a designers twist into the subject....
