Also, creating themes is not as simple as just changing some code and voila, instant theme pack. There is a ton of work that needs to be done to ensure the theme not only works on the targeted software but also in all browsers. I've created headers that work in Firefox in under 10 minutes however I've spent weeks after the fact trying to make it look consistent across IE and Opera.

Nobody will just adjust a theme for your particular application. You'll either have to do what dar63 suggested or pay someone to do it for you.
