Admin Access Denied

I'm running PHPNuke 7.6 and I cannot for the life of me get to the admin access section. It says access denied. Any ideas on how to fix this?

Also, one more question (sorry about that) I want new users registration to be approved by admin (the page/forums I am making is private) and I had a good friend do a test and even though I checked the admin only box in the configuration in the forum configuration, she had no problem getting into the forums. A bug? Or is there something I'm missing. Oh the PHPBB version is 2.0.10.
