I realize when you create a block you have a choice of placement from left to right or center-up or center down, but is their a mod or hack that would allow a centrally located block to be used on the fiblack3d theme?

What I am try to accomplish is place a sponsors banner inside a block at the mid-point of my front-page stories. Any help would be greatly appreciated

At this time nuke doesn't have this feature. You can however edit the way news appear in with your theme and add the code of the banner just below of every new or something like that.
