Thats no block, it's the download module (with extra search function?) putted as main module.

I don't know where that module came from or if its the default, just ask the webmaster of that site. But a simple way is to replace the default main module which is 'news' with 'downloads'

i set it as main module on my start page all i get is cant acces this file directly ? what is wrong anybody know ?
