Are you sure you can see the smilies on the panel? can't think of a valid reason for this.

Did you edited the smilies path? Go to forums admin panel > Configuration > Smilies Storage Path, is it modules/Forums/images/smiles? u said it showed the smilies in post and it was it shows the smile... my path for the smiles is http://www.mydomain.de/myspecificfol...images/smiles/.
So either you have edited the smilies path or you chmoded the folder/files wrong.

my fault... the path is
http://www.mydomain.de/myspecificfol.../images/smiles

the chmod of my smile-folder is 777 (but it's no change, if it's 755)
images, Forums, Modules, html, my specific folder: 755

i just found out, that there is an other prob.
maybe it helps, but maybe not.
i enabled "avatar uploading" but if someone wants to upload an avatar, he sees something like this:
