well even when i remove the forums block the right blocks wont appear and im very bad in coding

Ok now remove the top message block, again where did you get that did you just edit the Block_install or message block or was it again PHPTools

Its the only block left that could cause this kind of problem

EDIT this is just an excerise to see what might be causing the problem.
