yes yes martin is right, make sure that you read the entire installation guide and any other support for nuke.

you CAN run nuke on windows, but you can also use online hosting. normally to get all of that support you need to pay, but there is an occasional free site that will offer that to you.

i truly suggest that if this is your first ever webpage-making experience, dont use php-nuke. i highly suggest you learn html first, which will get you a basic idea of the web and how it works. try www.webmonkey.com for some tutorials, not only for html but for php, java, etc. (all optional)
