Yeah this is really getting to me too.
I use subBlack3dBlue, and it's a real drag that either my 800x600 visitors have to scroll to see the whole banner (which I busted a** making), or my 1024x768 visitors seeing a gaping hole on the side.
I don't know if there's a script that auto-senses a client's browser resolution and resizes the logo.gif, or if it has something to do with the theme.php or tables.php "stretching" a .gif file to match the resolution settings.
I help run a Clan that was gutted by members who decided to take a different route than its founders, and was forced into the role of webmaster. Having to learn PHP on the fly is challenging, but pretty rewarding when I finally figure something out. But this one has me stumped.
Trying to fix what one would think is a simple problem is great, but the more I try to tackle this, the more I'm stumped.
I'll keep searching for a fix, and post what I find, but in the meantime, if anyone can give a hint, I'd be most appreciative.
