I made a rank in the forums and made it "Set as special rank"
how do I give somebody that rank once I made it.

Only you dont need any posts to get it, the admin needs to give you it.

Anybody know where I gotta click to assign a rank to somebody?

In admin just where you make the ranks click User Management, find the user you want to assign the rank to and at the bottom of thier info you can assign it.
