Your looking at it. Hole the website was made with nuke. So its a webportal > Super isnt it? (and its for free/ or make a donation)
These guys from nukemods are great

Maybe some could explain it better or just browse the web to find out.

With Nuke you can have a web portal like this site.
Easy install, just need php, database, SQL and phpmyadmin.
