I don't know of any to be perfectly honest. Usually when you get a free site, it's part of an already established cms and is usually just a forum, not a full working site.

I hope someone else here has seen something because I have yet to run into what your describing.

That's because you get what you pay for. They may offer free webspace but they still have to pay for servers, server maintenance, space, utilities, salaries, bandwidth, etc., so they have to make money somehow.

These services pile up users and run ads, give you little or no storage, and offer nothing in the way of consistancy.
