How to add a link to other places

I'm going step by step designing my page.

Now I want to know how to put a link that takes users to another sites outside my web page, I don't know if the correct term is a "Portal"

I want to add text links and images links too.

Just goto admin panel, blocks, scroll to bottom and put you images/links code in the comtent box and give it a title.

I just put it inside a block but nothing happens it just a plain text.
