It's PHP-Nuke.

If you're going to be vague with your questions, I'm going to be vague with answers.

Ok fella, calm down, there are plenty of useful tutorials around about installing phpnuke, far to detailed for a forum post.

Try this http://www.nukemods.com/modules.php?name=Idiots_Guide for starters.

Ok..I've got a daughter your age. So I'll be nice this once.
Do not get in over your head. This site is not for noobies per-say. It's more for advanced users of PHP-Nuke. So if you're looking for answers on basic webdesign,. this is not the site to find it...sorry.

Your best bet is to start out LEARNING html and then go from there. HTML will give you the basic understanding on Site design.
Then as you grow in your understanding of Webdesign, you can move on to more complex things like PHP-Nuke.

And just to answer your question. Nuke uses what are called Themes. They are like Skins for your Winamp or your Trillian program. Each Theme or skin is designed a certain way to display certain graphics, links etc. You can look in our theme gallery to see. Once Nuke is installed and you apply one of our themes to it, it will look exactly as it does in the Theme gallery. With the "bar" at the top and the links.
