I am using (and moding) XPOlive. I am interested in finding out if there is a way to have an animated icon display in the "Forum" control panel when a new message arrives.

Currently, the cp displays an icon and also text "no new messages" even when you DO have a new message. I found the section in the forums.cfg that lists which image to display for "pm_no_new_msg"and "pm_new_msg". However, simply specifing and icon in this section does not work.

Any ideas would be appreciated.

This is a bug that has not been fixed yet as far as I know.
