I believe the original author of the phpbb theme didn't give mikem permission to release the theme, not sure.

I don't even think mikem asked, but I am sure the original author wouldn't mind at all.

I do think he has asked permission, but I'm not sure if he got it! The only thing I know for sure is that this theme WON'T be released, mikem and coldblooded decided that this theme stays default on nukemods.com
