When I download a pack, and load it, all the code looks like is just a bunch of squares. What does this mean, and how do I fix it.

What are you "loading" it in that makes it look like a bunch of squares? Your site, a file viewer? :doh:

I download it, then I open it in Notepad or Wordpad, and I get that....

Don't use notepad for viewing/editing them, get a decent editor.
