ok, I have seen this download before, and cannot find it now. I cant even find a site that is using it today.

Ity is a block that displays the themes that are installed on a site, and then will switch the users theme by clicking on the image.

Can anyone tell me where to find this?

like a theme selector or theme manager, or something like that
