I would like to change the light blue (d3e2ea) background throughout the site to a dark blue (0E3259), what will I need to change?

did you mean the other way around? the copy i have of deep blue has 0E3259 already. well to change background color on this theme find this line in theme.php under function themeheader

echo "<body bgcolor=\"#0E3259\" text=\"#000000\" link=\"0000ff\">"

just change the bgcolor to what ever color you like
