7.6.0.2.8 Upgrade causing Access Denied to Modules

I upgraded from 7.3 to 7.6.XX and now I am having problems with some modules. I can access the administration panel but changes (such as Add Link) cause the access denied error. I see the whole page refreshed but at the very top the code generated is:

Access Denied<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">
<html>
<head>


Any advice? I am logged in as a super user

I am having the same problem. Below is a list of the modules I am getting this error in:

_ADDSTORY
Content
Downloads
_EDITUSERS
Encyclopedia
F.A.Q.
Reviews
Submissions
Surveys / Poles
Topics
Web Links

and for an added bonus, I get a blank page with the error on:

Ephermerids
-SECTIONAMANAGER

I am using 7.7

Quickie question... What should the permissions on the files be? They are all over the place!
