Making someone a Mod

When I try to change the User Permissions to make someone a mod, I get an error message of

What I've been doing so far to get around this problem is simply creating a user group and including the person I want to have Mod Permissions. It will let me change user groups Mod permissions, just not individual permissions. I would really rather have individual Mod permissions though. :?

Just out of curiosity, is it possible to change the color of the "Administrator" and "Moderator" that appears at the bottom of the Forum in the "Who's online" section? Where would I go to make these changes?
