Which forum were you installing? The ported or the stand-alone. Did you chmod the folder before you installed?

are you installing phpBB or the phpBB port from Tom's site?

yes i have changed the folder permissions to 777 and install.php permissions to 666

Need to know more about your setup there. Where's your server? Home or somewhere else? And WHAT version of the forum?

Ok, check on your FTP and see if the config.php file exists in the
modules/Forums folder

If it does not, then grab
this file
and unzip and upload it to your modules/Forums folder and then see if it works.
