umm i want to make the forum block as the first center block | that means the forum block before the messages | just like you guys did on this forum

Well, you can have the Forum block like you have it now on your site, but you can't put it above the Front Page message. We don't have a front page message here on nukemods, that's why it appears our Forum block is at the very top. Eliminate your Home Page message and your Forum block will be at the top.
The only other way would be to hack the code that tells Nuke where to display the Front page message.
