Help Desk Error

I get this error above the block:

Warning: main() [function.main]: Failed opening 'modules/Help_Desk/setup.php' for inclusion (include_path='') in /home/rider/public_html/blocks/block-Help_Desk.php on line 30

I guess it isn't calling the setup.php file. Any help?
