The easiest way is to remove all the themes form your themes flder leaving onyl your default theme in there. Then the theme selection for your users will disappear.
You can also get nukescripts.net Your Account tweak. I believe it adds an option for the Admin to disable theme selection without having to remove them all from the themes folder.

If you are using bbtonuke you should also be able to goto the Admin panel for the forums and set "Override user style" to yes...

However that may only work on the forums... Not 100% sure.

Yea that will only override the users style in the Forums..Thats' really not recommended unless ou have ONLY one theme for your suers to use like here at Nukemods.
