Go to http://bbtonuke.sourceforge.net
They have an importer over there you can use to Import your existing phpBB data into the new phpBB Port.

chances are youll have to ask at the bbtonuke site, more specifically Tom himself. but i imagine so, since the only real forum upgrade in 6.5 is having phpBB2 already installed. i would try it myself....but im not a club member :x

Now what, what?

Have you tried using the importer to import your data from your existing phpBB yet? Give it a shot. Did you read the instructions that came with the importer, or did any come with it?
Try it.
Backup your existing Forum database first.
